Your question is confusing. If you require a 1:1 ratio and there's going to be 3.2 l of coolant, then you need 3.2 l of water to match. If your total capacity is 3.2 l, then yes, you're correct, 1.6 l of each fluid.

My manual states I require a 1:1 ratio antifreeze/softwater, with 3.2 litres of anitfreeze total....
Does that mean I only require 1.6 litres of antifreeze and 1.6 litres of water?

1/1 means ... 1 Part water (to - /) 1 Part Coolant.
Therefore for 3.2L - 1.6 L water (to - /) 1.6L Coolant
It has a capacity of 3.2 L (1 - Total). Thus 1.6 divided by 1.6 will yield a result of 1 divided by 1, as we can simplify this fraction.

buy distilled water and coolant. Mix it up 1:1 and just fill till the rad is full, etc.
