brake lever not returning?

Hey guys, having a small problem with the ol' ZX64 (1995)

Seems as the front brake lever will engage the break, but it will not bounce back, and disengage. It's almost like it's stuck, and I will have to manually push it back out to get the break to let off.

Any ideas?
