Hardly. You have every right to fight the ticket in court so they don't have your "wallet" until you're convicted. A conviction is either pleading guilty and paying immediately, or a finding of guilt in court.
It's more like getting caught shoplifting and being told that you can either pay for what you took now, or fight a charge of "theft under" in court.
