Does anyone know what prompted the search?

I would assume the impound. I think they have to inventory the vehicle. But you know what happens when people assume

No, but as someone else has pointed out elsewhere they can search the vehicle without warrant, proximate to a crime that has been committed and, certainly, prior to impoundment.

Hmmmm..... Does anyone see a nasty loophole in the "search and seizure" codes here?

They can use many tools that are given above and beyond their intended use. Just wait and see what comes from the extension of the HTA to places "Other then a higway", I am sure there have been meetings already how they can leverage this little gem.
