If this is such great advise why does it have a disclaimer that states "Accuracy is not guaranteed" and "Persons using this handbook do so at their own risk". That basically means that if you follow their advise you are going to get F***ed.

How would one publish a book like this and NOT put ample disclaimers in it?
When dealing with corrupt public officials, there CAN BE no guarantees.
They also wouldn't want people coming back on them saying... "I followed everything you said, didn't work, now you owe me something".
The more info you have the better IMO.
