You're missing a key element here.
Something that really makes a different in insurance prices is experience. a 24 year old with no ridding experience will likely have a higher insurance rate then someone five years younger who's been on two wheels since he was 16.

i had no prior riding experience, 3 minor speeding tickets no points.
Alberta insurance company alberta plated, im on vacation here in ontario for the riding season however... cough cough.....
Me : let's say i go on vacation, am i covered out of province? and for how long?
Ins agent: yes and for however long you are on vacation.
Alberta is a laid back province, i got my full license in 1 week also. $30 to plate my bike. If you want to put a car or truck on the road it does not need emission testing and no safety if it is 10 years or newer. And when you get insurance your age is not an issue, they look at your driving record instead they do not discriminate people under 25.
