Hypothetical question over here.

If someone were to run a red light, and see the cameras flashing to take a picture, and then receive in the mail a ticket, would this affect the persons insurance?

I have read similar posts and it was said that because the police cannot prove who was driving the vehicle at the time of the incident, that it does not amount in the usual 3 demerit points, or minor conviction on your drivers abstract. In short the person would only have to pay a fine, that's it. Would I be correct on this or is it drivel?

Lastly, how long does it take normally to receive one of these tickets in the mail from the date of the infraction?
