Who pays when the government is sued

So the RCMP is getting sued again for sexual harrassment. Apparently the last time it cost them a million. This time there could be dozens or hundreds of claimants in a class action suit. Where does the money come from if they lose?
Are they insured for this type of thing or does it come out of their own budget?
Of course their budget comes out of our pockets.
Somehow I had it in my head that you couldn't get insurance for illegal activities.

Maybe its coming from their budget (which is us), they would then get less funding to do other things. That's my logic

As with any organization, there is money budgeted for legal costs. That said, if they have a bad year of getting sued and losing, they ask for more in the budget next year, so taxpayers pay regardless.

It would be nice to think that if Sgt Preston copped a feel the entire force wouldn't get a raise to enable the force to pay the suit. Sorry, I said think. Fantasize is more like it.

We pay it through higher taxes, fees and out right BS from the government.
