    What if he took the front wheel off? Then it wouldn't be a wheelie anymore so it would be legal, right?

    then it would not be a motorcycle - not legal

    Nope still illegal....the bike was made a certain way to be legal for road use. Modified it is no longer road legal....even certain aftermarket pipes technically are not road legal.
