Rider causes lowside in front of cop.
Bikes don't lowside by themselves.....the nut at the helm always has something to do with it, unless it's due to mechanical failure.

or the cop knows that corner REAL well and by sitting there, knows a dude ripping it through the valley will potentially wipe out seeing him round the bend...which is true far more than i like to admit...
You gotta love how the cop is sitting there with his wheels completely turned in case he has to go either direction and how he is sitting with his foot on the brake still in drive.
If I suddenly lost my ability to drive every time I saw a cop, then would you want me to drive at all?
