I like how the video was edited not to show the 2 seconds from when the car stopped to when the revving started. If the cop just took down his plates, it would have been an uneventful and routine stop. It makes for a better story to have a fleeing rider get pulled off his bike by a hero cop. For everyone's safety I hope they implement police procedures to treat bikes like any other vehicle on the road. I don't see cops reaching for steering wheels or trying to pull drivers out windows when they try to flee.

I take that back. I guess they do. I always thought that the person grabbing on the steering wheel is liable for any damages that occur. Especially true when a passenger grabs the wheel. I don't see why it wouldn't apply in this case as well.
And to think this happened only a week after I suggested the change in procedure.

I'm not sure if you were implying it or not. But the officer wasn't following procedure by putting his arm inside the van to reach for the keys. He is supposed to ask the driver to turn the car off and step out, or toss the keys out the window.
I'm not blaming anyone at all, but if I were in the same situation, seeing how under-aged the 15 year old driver was, I wouldn't go anywhere near that vehicle until the driver stepped out. It's no wonder procedure says that you must not reach inside, because tragedies like this will happen. Apparently he was a good cop though, so it's sad to see something like this happen to someone like that.

May be the cop tried to approach/grab him from back and the rider couldn't know if that was a cop or a thief. I'd have dragged him too.
