I didn't see the car hit the bike, but I saw the damage and the rider laying on the ground. The driver of the car going eastbound to turn onto the on-ramp can see a mile in front of them so I think it was driver error. The rider of the bike probably got charged because he probably doesn't have insurance or a license. If he was traveling at a 'high rate of speed' when he hit the car, there is no such as minor injuries, especially without leather (which he did not have).
