They do. It's real simple. They call the 800# on the liability slip and verify coverage. If the number isn't valid or absent from the slip, they'll know it's bogus or they obtain the correct number and make a call. The police identify themselves (name, division and badge #) and provide the information. The insurance company will either confirm or deny if the information is correct.

It's also going to become much harder to plate a vehicle without insurance. There is going to be a joint MTO / Insurance company initiative to prevent plate stickers from being issued without a valid insurance policy. In the old days you can put in any company / policy number and the MTO will issue the stickers on good faith. With the new “Uninsured Vehicles Project”, you need verification before stickers are issued. However, this does not prevent someone from purchasing insurance to plate a vehicle then cancelling afterwards.
