Your engine is working very hard and fast to make ALOT of power that is not going anywhere. If there was no rev limiter, the engine would just keep accelerating in RPMs untill either something broke or a piston shoots out of the case and hits you in the chest

reason it does that brap brap brap brap is that the ECU monitors the RPM and when it detects a predetermined RPM number it cuts ignition or fuel, depending on the system. so at that point, the engine basically dies for that split second and the RPMs drop....when RPM's drop the ECU resumes feeding fuel or ignition and the RPM shoots back up...this happens a few times a second....hence the machine gun noise...
reason its bad? this is all done at the upper limit of the RPM range. if the ECU cuts fuel, its bad, cuz the cylinders run lean, if it cuts ignition its bad because it dumps fuel which blows past the rings and washes fuel away....lets not even talk of the pressures exerted on the piston wrist pins, connecting rods and crank bearings.
