It depends on the bike, I'm sure adri will chime in about his Kymco Venox 250cc which apparently boots along the highway with ease.
I had a GZ250 that I took on the highways, although I stayed in the right lane for the most part. Max speed was about 110 kmh, 120 if I was going downhill (or accidentally left the choke partly open). Not a lot of power to 'gtfo', but I didn't have any issues commuting like this every day on the QEW -> 427 -> 401 to work and back.
If you're strictly looking at cruisers than insurane cost may be the decided factor for you. If you can afford it and you're definitely wanting to hit the highways eventually, look for a Vulcan 500.
