Do insurance companies ever change their decision after deciding who is at fault?
Perhaps the better question is, CAN THEY change their decision?

It does happen, just not very often... when it comes to physical damage.
"Fault" , for physical damage, is decided by the fault chart.

If you think you are being dealt with unfairly contact your insurance company's ombudsman.
Fault decisions can be change, and it does happen, but it would have to be warranted. What happened in your accident/how did it happen?

When I had an accident in October '08, I was deemed at fault (which was ridiculous, someone turned left and hit me). Long story short, the accident report was changed, and fault was ultimately reversed after the matter went to court and charges against me were dropped.
So yes, they do/can change their decision, but like 2smokewilleh said, it would have to be warranted.
