Actually a summons can be issued for ANY offense and there are many reasons that one may be served as opposed to a ticket.

21 years ago I rear-ended a Firebird on Dundas near Kipling in a multi-vehicle collision. I didn't get ticketed at the scene, but two officers showed up at my door a week later to issue me a Careless ticket. So yes, they can show up after the fact to ticket you. Mind you, it will be dated for the date off the offense, not the date it's issued. So remember that if you plan to fight it.
My ticket ended up disappearing without even having to go to court, but that's another story in itself...
