Was a long serving officer {- don't bother slagging. I've heard it all -} and I don't know where these clothing laws are. Lots of urban legends about shoes but I've never seen it in the HTA. As for the topless females, it has to be proven to be indecent not just naked. Wear your helmet. That gets a fine.
Remember, a lot of charges are laid but only accurate ones get convictions.
