Look at it from a different point of view for a minute..they're civil servants..how do you measure job performance? They're traffic cops!! :-) I'm not saying quotas are right, that they're doing a good or bad job..I'm just looking at it, from a managerial perspective..how many widgets!!! :-)
It doesn't sound like she's necessarily enforcing a quota or anything. It actually kinda sounds like she's telling officers to get off their butts and do their jobs. That may have been the point she was trying to get across. Her writing style sucks, though, so who the hell knows?
Writing a memo about something that sensitive is stupid. Especially if you're bad at writing. Christ, just tell them in person during a staff meeting and save the goddamn paper haha.

I was riding behind a cop today for about 3 kms... The officer was tailgating (about half a car length) a corolla down the street for a long time until they split off. No lights, no sirens, I was going 70 in a 60 while they were gaining distance on this 1 lane road. The person putting others in danger in that situation was the police officer. If the officer was driving like that thinking its the norm, why would they ticket others for it?Quote:
